WP-CLI Doesn't work with HTTP Headers Activated

What steps will reproduce the problem?
1. Install HTTP Headers plugin
2. Login SSH and navigate to your WordPress directory
3. Try any WP-CLI command - e.g. wp plugin list

What is the expected output? What do you see instead?
You should see results - e.g. a list of your plugins
Instead, there's nothing

To use WP-CLI, you'll need to use the following:
php -d memory_limit=512M "$(which wp)" plugin list

What version of the product are you using? On what browser/version?
WordPress 5.3 and plugin version1.14.2

Please provide any additional information below.
Did all of these steps first

To fix, deactivated HTTP Headers in dashboard or with WP-CLI
php -d memory_limit=512M "$(which wp)" plugin toggle http-headers

Then was able to use WP-CLI commands without temporarily setting PHP memory usage
